People often talk about DTCP approval as if it certifies the whole project. In practice it is about the layout: whether the roads, open spaces and plot sizes follow the planning rules for that area.
That matters to you as a buyer or builder because an approved layout is far easier to get a building plan sanctioned in, to borrow against, and to resell. An unapproved one can leave you fighting for utility connections years later.
It does not tell you whether the builder is good, whether the title is clean, or whether the structure will be sound. Those are separate checks: the title chain, the encumbrance certificate, the structural drawings and the builder's track record.
